President Biden launched policies that sought to alter the trajectory of how Washington relates to the economy. These marked a dramatic change from policies since the 1970s that stressed minimal government involvement, open markets and competition. Now, with goals echoing the New Deal, Washington would play a more aggressive role in building a 21st century economy. “Industrial Policy” – the role of government in the economy – has been much debated in US history since the early days of the Republic, remains deeply contentious in US politics today, and is increasingly the arena for competition in international affairs. Our course will dig into the concept of Industrial Policy, its advertised benefits and costs and will focus as well on the implementation of these policies. We will examine Biden’s efforts and limitations at industrial policy, competitors in the global economy, particularly China and what is emerging in the Trump administration.
